History of the College

The history of the College began in 1946. Then, after the end of the great Patriotic war, the homeland began to restore the destroyed economy. Began a strengthened study of the country’s natural resources, and it needed accurate maps.

 The government of the Kazakh SSR appealed to the USSR Council of Ministers with a request to open a topographic College in Semipalatinsk. The  request was granted.

1946-1947-the first academic year of the College. The Director was Bibergal V. A.. Three groups of pupils were recruited: two on the basis of 7 classes and one on the basis of 10 classes.

For the first six years, the College occupied six rooms on the 3rd floor of the former women’s gymnasium. Of the six rooms, one was the Director’s office with the office, the second – a teaching room with a training part, the third was given under the dormitory for non-residents, and only the remaining three were classrooms. The following geodetic instruments were allocated to the technical school:

1.      Theodolites with tripods-20 pieces;

2.     Technical levels with tripods-25 pieces;

3.      Mensely with tripods – 30 pieces;

4.      Kepregeny – 30 pieces;

5.      Years dimensional 20 meter-30 pieces;

6.      Rack level-30 pieces.

In 1949 the first graduation of specialists took place. He graduated from the College of 9 people, in the future, many have become heads of production, heads of parties, a map of the shops, etc.

From 1950 to 1972, the Director of the College was Boris Ilyich Agroskin. It was an excellent specialist and organizer.

In the 1952-1953 academic year, in connection with the organization in Semipalatinsk zoo-veterinary Institute, topographic the College had to move in Zhana-Semey, in the building of the school slaughterhouse (in the past the building of the spiritual mission). It was necessary to adapt the building for educational process.

Great inconvenience was stoves that in the days with the wind in a certain direction, and gave such a frenzy that some audiences simply are not drowned, and sat in coats. Besides, there was no water supply, and water was taken from the well which was in the yard. Despite the difficult conditions, the educational process went on. Worked as Amateur and sports clubs.

1966-1967 academic year is a monument to the fact that for students of the College was built a five-storey hostel with all amenities: medical center, dining room, shower, large bright rooms.

From 1968 to 1984, the College worked with the Department of military training. From the walls of the overlooked and the officers, lieutenants, military topography. In 1972 ulyankin A. I. Was appointed Director of the College.

A special page in the history of the College – life and study at the site in the village of Krasny Yar Difficulties side by side with romance, but at the end of the practice difficulties were forgotten, and the memory remained the beauty of life in nature, songs by the fire, swimming in the river, dancing, friendship and more.

In 1975, classes began in a new four-story building.

The history of the College life continued. The composition of employees, teachers, students changed. The material and technical base was improved. Graduates of the College worked in all parts of the Soviet Union. Many, after graduating, returned to his College, but teachers.

From 1987 to 2011 he headed the Topographic College Levashov Sergey.

Topographic College was renamed College of geodesy and cartography by order of the Ministry of education of the Republic of Kazakhstan № 312 from 11.12.1995 year.

Currently, it is a Municipal state enterprise “College of geodesy and cartography” of the Department of education of East Kazakhstan regional akimat.

Levashov Sergey adequately continued the work begun by his predecessors. The experience acquired in the Komsomol and Soviet bodies, allowed Sergei Vasilievich to settle into his new job and to Express themselves positively in all spheres of activities of the staff of the Semipalatinsk topographic College. In 2006 the College passed certification. Under his leadership, was developed in 2002, the State educational standards on specialties: 3201002 “Applied geodesy”, 3203002 “Aerophotogeodesy”,3204002 Cartography in 2008 with a degree 0713000 “Geodesy and cartography”. In 2010, the transition to training on the new SES RK – 4.05 was carried out.

Thanks to the efforts of Sergey Vasilyevich, continuously improved the material base of the College established a new laboratory of digital simulation; digital mapping with the modern computer technology; all the teachers have undergone computer training; methodical commissions of the College introduced information technology of topographic and geodetic production and modern teaching methods. Since 2001, the majority of College graduates have been employed.

The successes in the educational work of the College created a positive image of the institution in the country. Levashov S. V. was awarded 2 diplomas Of akim of East Kazakhstan region, the sign “honorary surveyor of the Republic of Kazakhstan” and at the end of 2006 by the Department of education of East Kazakhstan region and the Association of colleges of East Kazakhstan region was recognized as “best Director of the College of the year”. In December 2009 he took part in the V Anniversary all-Russian forum of heads of educational institutions in Moscow.

In April 2011 prematurely gone from the life of College Director S. V. Levashov Almost a quarter of a century Sergei Vasilievich headed the College of geodesy and cartography, was a talented organizer, his dedication has earned the respect and love of all who knew him.

In July 2011 the head of the College was appointed Salacinol Baurzhan (order of Department of education of the East Kazakhstan region No. 38 dated 25.07.2011)

Under his leadership in 2011 and 2016 the College successfully passed the state certification.

Great attention Baurzhan Auelbekova paid to strengthening the material-technical base of the College. In 2014, the repair of window units in the educational building, purchased surveying equipment in the amount of 25 million tenge, sets of furniture and household appliances for the hostel.

Baurzhan Auelbekova initiated the cooperation between the College and the international Academy of CONCORD. Since 2012, the College of geodesy and cartography is a member of the international Academy CONCORD EUROTALENT (Paris-France).

Under the leadership of Baurzhan Auelbekova currently, the College of geodesy and cartography carries out the transition to an innovative technology based on the use of modern electronic devices for remote sensing, digital methods of processing of results of geodetic measurements. To solve these problems in the College signed agreements with suppliers of equipment: LLP “Geokurs” and its branch “Geokurs Vostok” in Almaty and Ust-Kamenogorsk, LLP “RAKURS” Moscow.

Special attention Baurzhan Auelbekova pays the quality training of competitive specialist in demand in the labour market. In 2013, the College became one of the leaders in the rating on employment and consolidation of graduates in the system of TVET of East Kazakhstan region: at the end of 2012-2013 academic year-2nd place; 2013 – 2014 academic year – 2nd place. In 2014-2015, employment amounted to 94.6% of the number of graduates, in 2015-2016 -72.4%.

Currently, it is educational and household building № 2, in which the fourth and fifth floors are used as a hostel for nonresident students.

College tuition in 2010 is one of the specialty “Geodesy and cartography” and three qualification: “Technician-surveyor”, “Tech-aerophotogeodesy” and “Technician cartographer”. Since 2013, the College began training in another specialty: “land Management”, as 5 students of correspondence Department in the specialty” land Management ” were admitted to the College in connection with the liquidation of the College at SSU. Shakarima (Order of the Department of education of East Kazakhstan region № 201 dated 09 July 2013). In 2014, the first graduation of 4 specialists of correspondence Department in “land Management” specialty took place and students were admitted to study at correspondence Department, their graduation took place in 2017 in the number of 13 people.

College graduates, and more than 17 thousand of them, successfully work in Kazakhstan, near and far Abroad.

During its existence, strengthened the material-technical base of the College. Today it includes more than twenty educational laboratories and classrooms, Assembly and sports halls.

The College library has 2 reading rooms and a book Depository.

In February 2016 in the second building of the College was opened a library for 10 seats, the area of which is 55.8 square meters.

The College is equipped with 5 specialized computer classes. Educational and laboratory rooms are equipped with geodetic and photogrammetric devices that allow to perform training individually and by brigade method.

Practical training is conducted on a 3-geodesic polygons, provided aerial photography, and cartographic materials. One landfill is located in the city, two-outside the city. The availability of these landfills ensures the implementation of the program of educational practices in full.

Students are not only lectures and tests, but also an eventful life. First of all-cultural. College students have all the conditions for the development of their talents, the implementation of creative ideas. To do this, the College has a sports section, there is a modernized auditorium, hobby groups

Not the last place the College assigns to the health of students. This school has a very experienced doctor.

On a special account physical training of College students. College teams repeatedly became prize-winners of competitions of various level. In the 2014 – 2015 academic year College students won prizes in the city tournaments: on togyzkumalak, athletic, in summer Presidential all-round, volleyball, mini-football and Futsal, and in the 2015 – 2016 academic year, the College became one of the winners of the city competition among educational institutions (boys of the College won 1st place, girls 2nd place). The labor market makes special requirements to professional training of specialists. Modern production needs a specialist with a new quality of knowledge, skills. You need not just a performer, but a professional who knows how to independently master and update knowledge. And only professionally competent, using their creative potential, the teacher provides quality training for future professionals. In this regard, the College pays great attention to the process of professional and personal growth of the teacher. Since 2015 – 2016 academic year, College teachers are working on the theme: “Improving the quality of training as a result of the introduction of modern technologies in the educational process in topographic and geodetic production.”

  • equipping classrooms and laboratories with modern multimedia equipment, modern technical means for the execution of topographic and geodetic, photogrammetric and cartographic works, modern software, enabling the transition to digital technology;

* improvement of teaching methods;

* formation of a Bank of information and methodological resources for further use in the educational process;

* creation of conditions for independent work of students;

* systematization of forms of control of students ‘ knowledge through the test base;

* updating and replenishment of the content of disciplines taught in accordance with modern requirements.

The staff of the College has been stable for many years, training in the College is carried out by 50 teachers. More than 30% of teachers have the first and highest qualification categories. Teachers confidently and professionally possess educational material, paying great attention to improving the forms and methods of lessons, the active use of innovative technologies of the regional component.

Teachers of the College annually take part in events of different levels, and also prepare students for urban, regional and national events.

For the teaching staff of the College is particularly relevant to the use of the full range of available information and communication technologies in various types of professional activities aimed at training a modern specialist cartographic and geodetic service.

At the same time, there are still problems: creation and improvement of electronic educational and methodical complexes of disciplines; need of continuous development by teachers of special disciplines not only modern educational technologies, but also modern technologies of topographic and geodetic production; active use of ICT in the classroom and extra-curricular activities to implement Model curricula on the specialty “Geodesy and cartography” (approved by order of Minister of education and science of RK from 15.06.2015 No. 384), and new curricula that include academic discipline, increasing both basic and professional competences; equipping classrooms with modern multimedia equipment, modern technical means to perform topographic and geodetic, photogrammetric and cartographic works, modern software that provides the transition to digital technology.

Teachers of the College developed teaching AIDS, test tasks and methodical instructions on courses of educational disciplines. The results of their work are periodically heard at the meetings of the cycle commissions, seminars, teachers ‘ councils and at the end of each academic year a traditional methodological review is conducted.

Gradually the College of geodesy and cartography carries out the transition to an innovative technology based on the use of modern electronic devices for remote sensing, digital methods of processing of results of geodetic measurements. To solve these problems in the College signed agreements with suppliers of equipment: LLP “Geokurs” and its branch “Geokurs Vostok” in Almaty and Ust-Kamenogorsk, LLP “RAKURS” Moscow. In 2013, together with the above organizations, the following events were held: a seminar on the study of the technology of UAV (unmanned aerial vehicle) for mapping the territory; a seminar on the development of electronic total stations and GPS systems; installed a GPS base station; College representatives took part in the exhibition of geodetic equipment in Moscow and in the international exhibition “Geosibir” in Moscow. Novosibirsk, as well as 3 teachers of the College took part in a seminar on the development of digital photogrammetric system (DFS) Photomod, which is currently being implemented in the educational process.

Our school works closely with the Kazakh state technical University named after academician K. I. Satpaev, Karaganda state Polytechnic University, Siberian state University of geosystems and technologies (formerly SSGA – Siberian state Academy of geodesy), Moscow Polytechnic College of geodesy and cartography.

In 2009 a contract was signed with the East Kazakhstan technical University. D. serikbayeva on scientific and technical cooperation.

In 2013, an agreement on cooperation and training of specialists was signed with the Siberian state Academy of geodesy (SGGA), currently it is the Siberian state University of geosystems and technologies. Since 2013, College-based entrance examinations for College graduates for admission to the above-mentioned University by correspondence Department. Surveyor and cartographer, a creative profession. These specialists are necessary in the construction of engineering structures, remote devices that help people to quickly and fully explore the natural resources of the earth, to create new maps. Based on this, the priority in our College is the quality training of competitive specialists in demand in the labor market. In 2013 and 2014, the College took 2nd place in the rating on employment and consolidation of graduates of the system of TVET of East Kazakhstan region, in 2015-4th place. In 2016, the employment amounted to 72.4% of the number of College graduates.

The successes in the educational work of the College created a positive image of the institution in the country and abroad. In 2016, the state enterprise “College of geodesy and cartography” received the status of “industry Leader 2016” and “Leader in education”, which is confirmed by National certificates.
