We and the Law

President Kassym-Jomart Tokayev gave instructions to the ministries of health, education, internal Affairs, the national Bank and the anti-Corruption service at a meeting of the state Commission on emergency situations. He said that during the state of emergency, Kazakhs should toughen the punishment for those who violate the quarantine. zakon.kz.
Currently, the largest number of new cases in the world are registered in countries where strict quarantine measures were introduced too late.
To prevent the avalanche spread of infection, it is necessary to tighten measures in emergency situations.
Taking into account the constantly received information and the negative and positive experience of other countries, we should continue to prepare our medical system for any scenario.
It is impossible to calm down and say that we have done everything possible.
About tougher penalties for violating the quarantine regime
In the capital and Almaty, it is important to ensure a complete cordon of the quarantine zone, to prevent the possibility of entering the city on foot. In the near future, we need to decide on the need to close other large localities.
There is a need to introduce penalties for violating the requirements for persons placed under quarantine. In order to ensure the safety of citizens, my decree restricts the activities of mass gathering facilities and prohibits various events. However, as I see it, prohibitions are often violated.
Since March 16 this year, there have been 18 violations of the state of emergency, including in Akmola, Atyrau, East Kazakhstan, Karaganda, Kostanay, Pavlodar, North Kazakhstan and Turkestan regions.
Guilty persons were brought to administrative responsibility in the form of a warning or fine.
It is time to move to stricter sanctions, as well as widely cover these facts in the media for preventive purposes.
About PSC
It is time to temporarily close all public service centers across the country, while providing the opportunity to receive all services online.
The requirements for sanitary treatment of public facilities where public access is maintained must be strictly met. There should be no “savings” or “optimizations” here.
About the work of the Armed Forces during an emergency
The state Commission should also determine the procedure for involving the Armed Forces in the disinfection of streets in Nur-Sultan, Almaty, Shymkent and other major cities.
About disinfection of markets
Akimats have communal equipment, which also needs to be repurposed for disinfection.Priority should be given to disinfecting markets and surrounding areas.
About the memo that should be developed for Kazakhstan citizens
We need to develop and bring to all citizens and businesses the procedure for the period of emergency and quarantine.
It is necessary to explain very clearly to people the new mode of operation of medical institutions: when to call doctors, how to work on other diseases, who should be tested for coronavirus and at whose expense, who should be isolated, how to supply the isolated.
The answers to these questions are still unknown to the absolute majority of Kazakhstanis. You need to create a single document-a memo that can be understood by any person, and bring its provisions to everyone.
About the work of the Ministry of education and science
All the young people are now at home. The ministries of education, culture and sports need to think about remote organization of their creative activity, conduct online competitions, lectures and other training events.Special attention should be paid to the organization of systematic distance education and retraining courses.
About police work
Second. Ensuring public safety during an emergency.
It is impossible to allow the growth of offenses, first of all, the facts of theft, looting, and disobedience to the legal requirements of the authorities.
In the current situation, criminal elements may become active.
In this regard, it is necessary to strengthen measures for patrolling public spaces, lighting them and equipping them with video surveillance.
It is necessary to mobilize the entire police force, redistributing forces in other directions if necessary.
I also ask you to make proposals on attracting the army and national guard for this work.
About the instruction to the Prosecutor General’s office and the Supreme court
The Prosecutor General’s office and the Supreme court should urgently develop an algorithm to ensure law and order, fight crime, and administer justice in a state of emergency.
It is clear that sometimes people are driven to crime by the loss of income. But this is by no means an excuse.
At the same time, it is necessary to establish work on the prevention of offenses with risk groups. Step up the activities of district police inspectors and, if possible, involve them in the prevention of KSK.

About fake news during an emergency
Another important issue is ensuring information security. It is important to prevent panic among the population and destabilization of public order.
In a state of emergency, it is necessary to take special control of the work on suppressing rumors and provocative information. Any attempts to disseminate such information must be strictly suppressed, and the authors must be identified and punished.
We should explain to the population that we can’t blindly trust any information, we can’t allow provocateurs and just stupid people to manipulate the trust of our citizens.
